Do i need to install any oracle on new server?

Of course otherwise who will run the instance?

A good reading:
Database Concepts
Start with chapter 1 "Introduction to the Oracle Database", especially sections "Overview of Physical Database Structures" and "Overview of the Oracle Instance".

Once you become familiar with the fine reading material michel suggested, then you can find instructions on cloning an Oracle database by searching the forum or looking it up here.
