This message is a bit misleading and indicates a resource problem.

Check the listener.log file for more information regarding O.S. errors.

The listener.log file is typically in $ORACLE_HOME/network/log or %ORACLE_HOME%\network\log directory.

Possible problems are:
* Out of memory or swap space
* Out of File Handles
* Maximum size of memory segment reached
* Maximum number of threads reached
* Out of sockets
