i installed Oracle 9i database and forms 6 on Windows Xp media center edition, but when i try to link the database and the forms, i have a TNS error message.
can somebody help me out. is Oracle compatible with windows XP media center?

If you ask Oracle support, the answer will be "No". But I've installed Oracle on XP Home pc's and that's not supported either. Follow ebrian's advice. Some pointers:
  • make sure that your database is up and running
  • check whether both Oracle homes are alligned: the tnsnames.ora files should be identical. One way of doing that is using the "ifile" technique. Here are some links: link 1, link 2.
