For those of you whose security restrictions will not let the DBA have admin rights.

Be sure to have your Win SA do 342226.1 to give your user id permission to execut SQL*Plus on the server.


Errors are:
SP2-1503: Unable to initialize Oracle call interface
SP2-0152: ORACLE may not be functioning properly

RMAN won't function also.
