Can't connect developer 6i with oracle 9i on windows xp [message #135068]

hi there,
i have installed oracle 9i on my machine then i installed developer 6i on the same machine with different home than that of oracle home. installation is successful but when i go to form developer it doesn't connect with oracle dispalying error message
ORA-12203: TNS : Unable to connect to destination
seeking for help please
