When I run "CREATE PFILE FROM SPFILE;" the pfile that is created seems to be a Unix formatted file (i.e. newlines, but no carriage returns). Is there a way to get Oracle to generate an SPFILE that is formatted for Windows?

Not by oracle means.
But you can use tools unix2dos kind-of tools.
This page offers 32 version of unix2dos utilities.
