If anyone is still interested in this: I had the same problems and finally stumbled across the solution. (8i personal on NT 4.0). Once the service is started, start the Console the usual way from NT. Type in sysman and oem_temp but then click on the little icon to the right of the Management Server drop down. This is where it gets ridiculous. Click on the Add button and type in the "Computer Name" of your NT box. If you don't know what this is, open the Network Services from control panel. If you set up everything correctly, you will get back the fully qualified name of the Management Server in the drop down on the previous window. Choose it and you should be able to launch OEM with sysman/oem_temp.
