Can anyone tell me the best, cheapest and friendliest Linux I can buy to install Oracle9i onto stand alone pc to play around with please? Does it have to be the professional edition or is personal enough?

I tried RedHat 7.3 with Oracle 9.2, and everything gonna be ok.
Don't buy any linux distribution, just download what you need from www.linuxiso.org or www.redhat.com.
