I am trying to connect with the oracle 8.1.7 database using oracle's jdbc driver (classes12.zip) and the string I have used in DriverManager.getConnection() is:

(jdbc:oracle:thin:@IP:port:dbService", user, pwd).

I have received the following error
==============================================
java.sql.SQLException: Io exception: Connection refused(DESCRIPTION=(TMP=)(VSNNUM=135294976)(ERR=12505)(ERROR_STACK=(ERROR=(CODE=12505)(EMFI=4))))
================================================
plz tell me how can i resolve it.
Thanks
