Which Edition of Windows 7 (Pro, Ultimate, etc.) run the database server?

The only way client can talk to remote database is via SQL*Net or functional equivalent

does Oracle support VMware?
VirtualBox is a supported alternative.

if the 4 OS commands do not succeed, no solution is possible.

From DB Server
ping <client_hostname>
ping <client_IP#>

From client
ping <DBServer_hostname>
ping <DBServer_IP#>

Network problem has NOTHING to do with Oracle.
You need to post your network problem in OS/Network forum; not here.
The lack of network connectivity needs to be resolved BEFORE any Oracle issue is considered.

BTW, DHCP assigned IP# is problematic for any DB Server

It appears you lack the necessary competencies for Oracle, networking, & computer systems in general.

Which Edition of Windows 7 (Pro, Ultimate, etc.) run the database server?

Perhaps your guest OS has a firewall that blocks incoming connections. You really need to discuss this on an OS or VMware support site.
