We have installed Oracle 11g on RHEL 5.7 server. Can we use the same licence key to install Oracle 11g on different machine (RHEL OS), which will be used as backup server. i.e. it will become active in case primary server fails or we have to buy different licence key for it or what

It depends on your actual license with Oracle, please contact them.
In our case, for instance which is NOT an official Oracle answer and so may not be applicable to your case, we can use a standby database with no extra license in the limit we do not open it more than a few days per year.
