In that case, you need to set up a loopback adapter, and bind the hostname to it. Or at least, the ORACLE_HOSTNAME. All the detail is all in your Windows installation guide.

i solve the problem

i did this following steps

c:\oracle\yourdatabaselocation\db\oc4j\j2ee\oc4j_DBConsole_yourcomputername_sid

like this

c:\oracle\yourdatabaselocation\db\oc4j\j2ee\OC4J_DBConsole_ my machine name _orcl

then go to your services from control panel and RESTART your service
dbconsole again

C:\Documents and Settings> set oracle_sid=orcl

dbca ---> Configure Database option ---> Select DB and give PWD ---> Check Mark on Configure database with enterprise manager. ---> Finish

During this if you get error so just goto
C:\oracle\product\10.2.0\db_1\bin\emca
And run this scrip
emca
