Exactly like you wrote it.

In Editor window's bottom part, there are numerous tabs (such as Data Grid and DBMS Output). Go to the DBMS Output tab. Turn output on (a red light bulb should turn green). Execute the script. In a few moments, you should see the output.

Or better, don't use TOAD, use SQL*Plus.

Oops! I just figured out that I misread it - I was thinking of DBMS_OUTPUT.PUT_LINE, not PRINT_LINE. Sorry; if your DBMS_OUTPUT package really contains PRINT_LINE, you'll have to find another solution. Mine doesn't have it.

It is DBMS_OUTPUT.PUT_LINE not DBMS_OUTPUT.PRINT_LINE

Hope you are sure in this time..
If it so then do as Little foot said enable the button ..
Or
In the main menu go to --> view--> then select dbms_output .
And execute your file you will see it now ..
