Dear Friends,
As per my understanding....
Datadictionary is Base tables and views on it is data dictionary view which is stored in system tablespaces and is created at the time of database creation and by running the catalog.sql script respectively. .....
And fixed tables ( dynamic performance table and view is in the memory and source is from memory and controlfile for information )
My problem is when is the fixed tables and its view created....

Data dictionary are tables created at database creation time.
Fixed tables are pseudo-tables not real ones, no creation.
Catalog (including dynamic v$ views) is view set upon data dictionary and fixed tables, some created at database creation time, some with catalog.sql script (and depending ones).

Often "data dictionary" is used for all these.
