switch target database to dedicated

Can you start a new DEDICATED listener on a new port & NOT disturb the existing shared listener?

No, your database CAN be connected in shared mode but it is NOT in sahred server mode.
You can ALWAYS connect in dedicated mode, just indicate it in your tnsnames.ora entry.
